Yes you do. Town Code 2-1-5-3 in part states: that a permit is required.
No person shall erect, construct, enlarge, or add to any building or structure within the town, or cause the same to be done, nor shall any person alter, improve, convert, move, remove, or demolish any building or structure, or any portion thereof, wherein the structural integrity of the building or structure may be impaired, without first obtaining an application for an improvement location permit from the building department for each such building or structure. Buildings or structures moved into or within the town shall require an improvement location permit for each such building or structure moved, and such buildings or structures shall comply with all the provisions of this code as it applies to new buildings or structures. Further, that an improvement location permit to move a building or structure within the town shall not be construed as a permit to set the building or structure on a new foundation in a new location within the town.
Yes they do. Town Code 2-1-5-3(g) explains the expiration of a permit and 2-1-5-3(h) explains the reissuance of an expired permit.
G. Expiration. Every improvement location permit issued hereunder shall expire:
1. One year after the date of issuance;
2. If the work authorized by the permit is not commenced within 120 days after the issuance of the permit; or
3. If, after the work is commenced, it is suspended for any reason for 120 days.
H. Reissuance of expired permit.
1. Upon the expiration of an improvement location permit under subsection G. hereof, the permit may be reissued by the building department upon application therefor, upon the payment of one-half the original permit fee, provided that there are no changes in or deviations from the original plans and specifications submitted.
2. If a permit has expired under subsection G. hereof for more than one year, the permit may not be reissued, and an application for a new permit must be submitted.

Fence Regulations
Fences can be constructed on property lines. The Homeowner is responsible for establishing property lines. A survey should be obtained with the property corners located.
The maximum height of a fence is six (6’) feet tall – rear and side yard, behind required building line.
Permit and inspection are required – post holes must be a minimum depth of 36” inches
No fencing is allowed in the front yard. If on a corner lot, two fronts exist. (see example below)
