PUBLIC NOTICE

 

On or about April 7, 2017, The Town of Hebron intends to apply to the Indiana Office of Community and Rural Affairs for a grant from the State Community Development Block Grant (CDBG) Storm Water Improvement Program.  This program is funded by Title I of the Federal Housing and Community Development Act of 1974, as amended. These funds are to be used for a community development project that will include the following activities: Construction, in Park Place subdivision, of 1,400 feet of new linear conveyance, 400 feet of new storm sewer outfall, enhancements to increase storage volume in existing detention basin. Construction of 700 feet of 12inch storm sewer for Oak Court flood relief. Removal at abandoned railroad at Cobb Creek of non-functioning existing culvert.

The total amount of CDBG funds to be requested is $500,000.00. The amount of CDBG funds proposed to be used for activities that will benefit low-and moderate income persons is $255,000.00.  The Applicant also proposes to expend an estimated $967,000.00 in non-CDBG funds on the project.  These non-CDBG funds will be derived from a Storm Water Bond issue and in kind force account labor.

The Town of Hebron will hold a public hearing on April 5, 2017, 6:00PM, local time, at the Hebron Community Center located at 611 N. Main Street, Hebron, Indiana, to provide interested parties an opportunity to express their views on the proposed federally funded CDBG project.

Information related to the  project will be available for review prior to the public hearing as of March 25, 2017 at the Office of the Hebron Clerk-Treasurer, located at 106 E. Sigler, between the hours of  8:00am -4:00pm, Monday thru Friday. Interested citizens are invited to provide comments regarding these issues either at the public hearing or by prior written statement. Written comments should be submitted to the Town of Hebron Clerk-Treasurer, P.O. Box 478, Hebron, Indiana, 46341 no later, than 4:00PM, local time, on April 4, 2017, in order to ensure placement of such comments in the official record of the public hearing proceedings.  A plan to minimize displacement and provide assistance to those displaced has been prepared by the Town of Hebron and is also available to the public.  This project will result in no displacement of any persons or businesses.  For additional information concerning the proposed project, please contact: Mary Jane Thomas, 219-210-1857, Monday thru Friday from 8:00am to 4:00pm or write to 7637 N.
