HEBRON STORM WATER MANAGEMENT BOARD
MINUTES OF THE JULY 12, 2016 MEETING

The Hebron Storm Water Management Board meeting of July 12, 2016 was called to
order by Frank Stalbaum. In attendance were Randy Grdinich, Walt Justice, MCO
Representative Randy Decker, Council Liaison Keith Cunningham, Attorney Theodore A.
Fitzgerald and Secretary Joanne Hansen.

Following the Pledge of Allegiance to the Flag, the following business was conducted.

On motion of Randy Grdinich, seconded by Walt Justice and duly carried 3-0, the
minutes from the June 14, 2016 meeting was approved as presented.

On motion of Walt Justice, seconded by Randy Grdinich and duly carried 3-0, the
Treasurer’s Report was approved as presented.

Fund Balance as of 6-1-16 $ 94,206.55
Revenue Receipted $ 12,262.39
Disbursements $ 12,892.76
Total as of 6-30-16 $ 93,576.18

Claims – On motion of Walt Justice, seconded by Randy Grdinich and duly carried 3-0,
the Board approved all claims as submitted.

Old Business & New Business
MCO Representative Randy Decker reported as follows:
The east catch basin still needs to be installed.
Case’s Storm Line – This needs to be voted on to accept or decline ownership.
The Brookwood retention pond was mowed prior to tonight’s meeting.
606 Main Street – Jones property – drainage needs to be looked at.

The catch basins have been cleaned.

Project to be completed:
206 E. Bates – lack of drainage
306 W Church – lack of drainage
Ben Butler – catch basin installed
Park Place and 616 N. Main – catch basins need to be replaced
Cohen Park – tile replaced
Maxwell – tile replaced
Apple Court – sidewalk removed tile installed
Alleyway – Country Kitchen – paved
Oak Court – life station removed.

207 S. Van Buren – Phil Lannessi – Mr. Lannessi noted that during heavy rains the water
drains down from all areas and floods Tim Wielgus Memorial Park as well as the back yards
adjacent homes. He further noted that during the spring and summer the park is so wet can’t
eve be mowed properly. He asked for help in rectifying this problem. Following a discussion,
it was determined that Randy Decker would look into this matter.

Hawk Lake – Council Liaison Keith Cunningham announced that the survey and
appraisal were received and he noted that at some time there should be a meeting scheduled
with the owners of the properties. Attorney Fitzgerald stated that the meeting should be done
with a small group of people from the Town and that the Town has the power of eminent
domain.

Habitat Home – Attorney Fitzgerald stated that the proposed home does not meet with
the building requirements and a variance is needed. Building Commissioner Art Elwood is to
send a letter informing Habitat that it needs a variance from the BZA Board and that the
property must be fenced.

There being no further business before the Board, on motion of Walt Justice, seconded
by Randy Grdinich and duly carried 3-0, the meeting was adjourned.

MINUTES OF THE AUGUST 9, 2016 MEETING

The Hebron Storm Water Management Board meeting of August 9, 2016 was called to
order by Frank Stalbaum. In attendance were Randy Grdinich, Walt Justice, MCO
Representative Randy Decker, Council Liaison Keith Cunningham and Secretary Joanne
Hansen.

Following the Pledge of Allegiance to the Flag, the following business was conducted.

On motion of Randy Grdinich, seconded by Walt Justice and duly carried 3-0, the
minutes from the July 12, 2016 meeting were approved as presented.

On motion of Randy Grdinich, seconded by Walt Justice and duly carried 3-0, the
Treasurer’s Report was approved as presented.

Fund Balance as of 7-1-16 $ 93,576.18
Revenue Receipted $ 12,479.40
Disbursements $ 14,115.04
Total as of 7-31-16 $ 91,940.54

Claims – On motion of Walt Justice, seconded by Randy Grdinich and duly carried 3-0,
the Board approved all claims as submitted.

Old Business & New Business
MCO Representative Randy Decker reported as follows:
• The east catch basin on Ben Butler has been installed.
• The Brookwood retention pond was mowed.
• 606 Main Street has a 23.5 inches of fall to the Park Place outlet. The recent cleaning of
the ditch has greatly improved drainage in the area.
• Tim Wilgus Park drainage issue – A catch basin was found at the northwest corner of the
park and on the other of the fence. It is partially covered and we are not sure where it
goes at this time, we will continue to research this situation.

• Project to be completed:

Railroad Easements – Dave Peeler reported that the Town is working with the grant
writer and the proposed cost is approximately $1.5 million. He noted that a meeting has been
scheduled with the lot owner.

by Randy Grdinich and duly carried 3-0, the meeting was adjourned.
